Board report: facts already held, nothing else.
A board, an investor, a partner wants one page, not a journal. Mode 8 writes from what QA already signed. No collection. No new finding. If QA did not sign, the mode refuses.

- A Full, a Delta or a red team just passed QA
- Someone wants a decision page, not the journal
- You are not “drafting the text while the audit runs”

- Missing QA, qa.passed ≠ true, or a finding newer than QA → stop
- Forbidden to add a measurement to “fill the page”
Why this is a mode, not an export
A “for the board” PDF written while the audit is still running is a polite lie. Mode 8 exists to prevent that. It re-reads the sign-off. An oral qa.passed does not count.

- Can I open it alone, without a Full audit?
- No. Without a journal and QA, the gate is closed. Run the mode that matches the product first.
